How can I change the background and text colours?

in the "core_dt_extra.less" template, search for:

.notice
{
    &.notice--primary
    {
        border-color: @xf-borderColor;
    }
}

add the background class, to be:

.notice
{
    &.notice--primary
    {
        background: @xf-contentAltBg;
        border-color: @xf-borderColor;
    }
}
